GDOE's Federal grant updates to US department of education Grmsd
Based on the notable progress made by the Guam Department of Education (GDOE) to resolve many longstanding fiscal issues, the U.S. Department of Education (USEd) removed the third-party fiduciary agent requirement (TPFA) included in GDOE’s FY2023 Departmentwide specific conditions. This decision was based, in part, on the observations made during USEd’s onsite visit conducted by the Grants Risk Management Services Division (GRMSD) on September 11-15, 2023. The primary focus of the visit was to document progress of the pending items within GDOE’s Reconsideration Evaluation Plan (REP), as well as GDOE’s readiness to transition from TPFA oversight.
As a condition of the removing the third-party, USEd GRMSD emphasized the IAO's independence and enhanced organizational structure designating the Internal Audit Office with the primary responsibility for GDOE internal control oversight and to serve as an independent reviewer of all GDOE internal processes.
In accordance with the FY2023 specific conditions, the IAO was designated by USEd to review and validate the sufficiency of REP submissions prior to transmittal to USEd. The GDOE Internal Audit Office also conducts ongoing monitoring which is communicated to USEd’s GRMSD through monthly status calls and monthly status reports that covers GDOE’s financials, employee time tracking, procurement, property management, and internal controls. As of March 31, 2024, the total available ED grant balance was $203M. During the period of review, GDOE expended $7M. During March 2024, GDOE submitted drawdown requests totaling $12.4M, of which the IAO approved $12.3M. The variance was due to an expenditure tied to an expired grant. February 2024 |
As of February 29, 2024, the total available ED grant balance was $203M. During the period of review, GDOE expended $7M. During February, GDOE submitted drawdown requests totaling $9.1M, of which the IAO approved $7.9M. The $1.2M variance was due to expenditures tied to expired grant funding with check dates outside the 120-day liquidation period and expenditures for the expired ESF II grant. JANUARY 2024 |
As of January 29, 2024, overall ED grant expenditures totaled $295M. During the period of review, GDOE expended $18M. From September 2023 to January 2024, GDOE submitted drawdown requests totaling $16M, of which IAO approved $14.7M for reimbursement. The TPFA processed their final drawdown on October 24, 2023. The IAO assumed the monitoring role formerly held by the TPFA for reviewing drawdown requests for allowability and compliance. During the period of review grants that expired included: SPED ARP, ESF II, FY21 CLSD, FY20 CG, FY21 SPED B, and FY21 SPED C.
